What is a community vision? 

    A community vision is a community collaboration that outlines what we aspire to be and achieve, our priorities for the future, what we like and what can be improved for the Central Highlands region overall and the region’s 13 communities in 2043.  

    Why did council facilitate the creation of the vision?

    The previous Community Plan 2022 expired in June 2022, so council sought to facilitate the creation of a document to set a new vision. The Community Visioning project aligns with the objectives outlined in three primary council documents

    1. the Corporate Plan 2022-27 theme 3 community wellbeing, key strategy "3.1 undertake long term regional and community-based visioning"
    2. the Operational Plan 2022-23 project 052 "community visioning project to identify what is important to our community from a regional and place-based perspective"
    3. the Operational Plan 2023-24 major initiative 8 "to refresh the council's understanding of what is important to communities through the region and identify the vision, priorities and aspirations for the next 20 years"

    How was the vision created

    The 2043 Community Vision was created by listening to community. More than 1600 contributions were gathered from 5 May to 9 July 2023 to shape the draft vision. The draft was then reviewed by the community from 20 October to 23 November 2023. The vision was received by council and community on 13 December 2023.

    How can the 2043 Vision be used? 

    Individuals and households, businesses, community groups, charities, religious groups and governments can make plans that are guided and informed by the 2043 Vision and aim to achieve what it is the community wants.  

    For instance, the community vision will be used by council to help set the direction and inform day-to-day projects and programs and assist in strategic planning or a community group may use the vision to support and help make-the-case in an application for a grant.

    What is council doing with the 2043 Vision?

    Central Highlands Regional Council facilitated the development of the 2043 Community Vision, with a view that the vision will inform and guide council’s long term strategic planning. However, not all outcomes put forward by the community over the next 20 years will be council responsibilities. 

    Annually, council will directly respond to the vision by identifying the actions that council will lead to advance the aspirations of the community, these will be called breakthrough projects. See the 'Council Project Highlights' section on the main page for copies of these flyers.
