Consultation has concluded

Water treatment plan - large water tanks near green lawn and with blue skiesIn August to September 2020, Council undertook public consultation on a proposed amendment to the Local Government Infrastructure Plan (LGIP 2). The amendment replaces the existing Local Government Infrastructure Plan in Part 4 and Schedule 3 of the Central Highlands Regional Council Planning Scheme 2016, and associated mapping and support material.

The draft LGIP2 set out a plan for ensuring that trunk infrastructure services are provided to existing residents or landowners, extended to new developments, and provided to a standard of service that the community have come to expect. The LGIP and the rest of the planning scheme help council to plan the most financially sustainable way to achieve this outcome through a preferred settlement pattern and infrastructure network planning.

If you live on or own property in an urban area, the LGIP ensures that you have access to trunk infrastructure networks such as water, sewerage, stormwater, roads, public parks and land for community facilities. If you live on or own property in a rural area, you may only have access to trunk infrastructure networks such as roads, public parks and land for community facilities.

Regular amendments to the LGIP ensure that council has the information it needs to make decisions on proposed developments and applicable infrastructure charges.

Planning scheme copies are available on the council website and at customer service centres.

    Council adopted an amendment to its Local Government Infrastructure Plan (LGIP) at its general meeting on 24 March 2021. The amended LGIP replaces the existing one in Part 4 and Schedule 3 of the Central Highlands Regional Council Planning Scheme 2016, and associated mapping and support materials.

    Improvements of the amended LGIP include:

    • It identifies and plans which trunk infrastructure is needed now and in the future
    • It supports coordinated, efficient and financially sustainable development
    • It assists decision-making for proposed developments and associated trunk infrastructure requirements
    • It assists in long-term asset management and financial planning

    The adoption also triggered an update to council’s Charges Resolution 12.2 (2017). It ensures alignment with legislative requirements of the Planning Regulation 2017 and the amended LGIP. There is no change to the total adopted charge amounts. Charges Resolution 13 (2021) will commence on 19 April 2021.

    Council received one submission on 14 September 2020 that has resulted in several minor revisions being made to LGIP2 and associated mapping. As clear from the summary of matters, the proposed revisions cannot be considered to be significantly different (as defined in Schedule 2 of the Minister’s Guidelines and Rules) to the version released for public consultation.

    On 1 December 2020, council decided to proceed to the second appointed review of the amendment and requested the Minister’s approval to adopt the proposed LGIP Amendment.

    In response to council's request, the Minister for State Development, Infrastructure, Local Government and Planning confirmed that council can now proceed to adopt the proposed our latest amendment.

    In order to adopt the amendment, council must formally endorse and decide to adopt the new LGIP at a General Council Meeting. Once approved, the amendment can be gazetted and will come into effect.

    Council officers are currently preparing the relevant documents for presentation at a General Council Meeting.
